Interagency Agreement Between the City of Vancouver and the City of Washougal Relating to Law Enforcement Services
Key Points
  • The Vancouver Police Department’s Office of the Chief is currently understaffed
  • VPD is in the process of recruiting two Assistant Police Chiefs and expects to have the positions by the Spring of 2023
  • To alleviate the current workload of the Police Chief and Assistant Police Chief, upon execution of the Interagency Agreement, the City of Washougal will provide the services of their Police Chief two to three days per week as needed, for up to five months
  • VPD expects Washougal’s Police Chief will assist the Department with reviewing Internal Affairs investigations and policy oversight

Present Situation
The Vancouver Police Department’s Office of the Chief is currently understaffed by two Assistant Police Chiefs. The vacant Assistant Chief positions are responsible for oversight of the Administration Bureau and the Investigations Bureau. The span of control for Chief Mori and Assistant Chief Price has grown as they provide direction to the vacant bureaus. While this temporary situation was not unexpected with Chief Mori’s appointment this summer, we had anticipated filling the vacant Assistant Chief positions by early November 2023. The first recruitment for Assistant Chiefs of Police did not yield any candidates. We expect to start our second recruitment for Assistant Chiefs in January 2023, with anticipated start dates in early April 2023.
Advantage(s)

Washougal’s law enforcement services will fill an immediate need. Washougal Police Chief Wendi Steinbronn understands Washington law, labor, and the need for strong policy. She has been the Washougal Police Chief for nearly 3 years and has no conflict of interests within the Vancouver Police Department. She is a trusted and tested executive officer who understands southwest Washington law enforcement.


Disadvantage(s)
The City will be required to reimburse Washougal for its law enforcement services at an hourly rate, but the costs have been budgeted.
Budget Impact
The City will reimburse the City of Washougal for the hours the Washougal Police Chief provides law enforcement services to VPD. VPD intends to utilize salary savings from the vacant Assistant Chief positions to fund the Interagency Agreement.

Action Requested

Authorize the City Manager or designee to execute the interagency agreement between the City of Vancouver and the City of Washougal relating to law enforcement services.
